The Uniform Standards of Professional Appraisal Practice (USPAP) is a quality standard created and updated with government oversight. USPAP covers many areas such as ethically fair reporting, appraiser education, industry knowledge requirements and appraisal report content requirements. This criteria insure USPAP builds trust and truthful reporting in the banking and mortgage business. 

Professional Aircraft Appraisers Organization (PAAO) is a network of aircraft specific expert appraisers and industry current pricing database. PAAO verifies each applicants aviation industry knowledge and education as part of the application process. PAAO then provides aviation appraisal specific training and certification while requiring USPAP compliance. PAAO also manages a realtime database of aircraft, avionics and maintenance industry pricing. This insures uniform practices and highest quality product for our customers.  

The short answer is anytime money may potentially exchange hands and involve an aircraft. If you are in a position to purchase or provide a loan on an aircraft, insure an aircraft or after damage, dissolution of a partnership. A certified appraisal will give you objective evidence to the current value of your asset to negotiate as needed in any of the above situations. 

Detail and Accuracy is the quick answer. With the average age of aircraft in excess of 30 years old each aircraft has a wildly different story between time on airframe to care and upgrades no two are alike. The desktop or blue book method do not account for a number of important variables nor do they adjust value opinion accordingly on those variables. For instance the book value may give you an average price on the aircraft but require a 20% reduction because of paint condition.   That is a huge hit on a 50k aircraft hat has a new motor or 40k in avionics. Should you find yourself on the back side of a disaster you would probably prefer to receive full value of what you insured or invested in.
